Hai District adopts Dodoma's zoning system for revenue collection

Hai District Council is implementing a zonal revenue collection approach used by Dodoma City Council to boost local finances and improve service delivery.

Hai District Council has decided to adopt Dodoma City Council's zonal collection system to strengthen its local revenue. The approach organises revenue collection based on economic activities across different areas. According to the Hai District Council Chairperson, Edmund Rutaraka, a delegation visited Dodoma to identify effective methods that could be tailored to the district's circumstances. He stressed that local revenue is crucial for councils to meet their responsibilities and enhance services for residents.

Dodoma City Council has divided its areas into seven zones based on economic characteristics. Zone Three covers industrial areas and generates significant revenue through the service levy, while Zone Four covers residential areas in Dodoma Makulu. Zones Five, Six and Seven cover peri-urban areas of Kikuyu, Mipango and Hombolo respectively. According to the Council Revenue Officer, Jackson Magawa, this system simplifies collection and enables the council to organise operations according to the economic features of different zones.

The visit reflects a broader effort by local authorities across Tanzania to share experiences on revenue collection and development strategies. In May, councillors and experts from Ilemela Municipal Council in Mwanza Region also visited Dodoma to study strategic development projects aimed at increasing revenue and improving services. Dodoma City Council's economist said the city is implementing initiatives to increase revenue and reduce reliance on central government funding, whilst also aiming to attract investment and create employment.
