Henry Musasizi, Uganda's Finance and Economic Development Minister, called on finance ministers globally to strengthen cooperation on climate financing and protect investments in resilience as the world faces an energy crisis straining national budgets. Musasizi made the call while chairing the 16th Ministerial Meeting of the Coalition of Finance Ministers for Climate Action in Bangkok, Thailand on October 14, 2026, during the World Bank and International Monetary Fund Annual Meetings.
The minister said governments must maintain macroeconomic stability and fiscal sustainability without sacrificing investments that build resilience to future shocks. The global energy crisis is testing countries' ability to balance these competing priorities, Musasizi noted.
The Coalition brings together 103 finance ministries working to integrate climate considerations into government operations. Member countries have benefited from capacity-building programmes covering climate adaptation, the green transition and economic resilience, alongside initiatives addressing nature and biodiversity. Uganda is advancing an initiative that incorporates the economic benefits of climate adaptation and resilience investments into debt sustainability analysis, with plans to extend it to other countries including Zambia.
Musasizi highlighted growing cooperation among finance ministries, central banks and financial supervisors to research the economic benefits of adaptation investments while mobilising additional climate finance globally. The Coalition is also examining carbon border adjustment measures and working to strengthen finance ministries' participation in discussions linking nature, biodiversity and economic prosperity ahead of upcoming global conferences.
