Sino Minerals Investments Company Limited has constructed a new sub-county headquarters in Buhara, Kabale District, as part of its corporate social responsibility programme. The project cost 1.2 billion shillings and includes a fully furnished headquarters building, eight staff houses, four motorcycles and office equipment. The company launched the project in July 2026 after receiving 15.5 acres of land at Kijoojo Village.
The Minister of State for Finance in charge of Investment and Privatisation, Amina Mukalazi, used the commissioning to encourage residents to support mining investments, saying they can create jobs, improve livelihoods and accelerate economic growth. She called on communities near mining operations to maintain a peaceful environment that allows investors to work effectively while contributing to local development. Mukalazi said the government views private investors as strategic partners in socioeconomic development.
Sino Minerals executive Kong Dongshen said the company had fulfilled community development commitments but pressed the government to improve conditions for mining operations. He called for clearer land-use policies, better electricity supply, more flexible mineral exploration licensing and streamlined inspection procedures. Dongshen said the company was still awaiting allocation of 1.6 acres of land for staff accommodation.
Kabale District Chief Administrative Officer Robert Mugabe said mineral royalty revenues had risen over two years, helping the district improve roads and other infrastructure. He noted the investment aligned with the government's Tenfold Growth Strategy, which identifies mineral development as a key economic driver. The Resident District Commissioner said the project supported the Fourth National Development Plan.
