Bank backs $22m Rwanda housing project nearing completion

A major residential development in Kigali has reached 85% completion, with a bank offering mortgages to help buyers purchase homes in the estate.

Masaka Views Eco Estate, a $22 million housing project in Kigali's Kicukiro District, is 85% complete, according to Fortis Green Housing, the US developer behind the scheme. The development will eventually contain 382 housing units across apartments, detached houses and townhouses. NCBA Bank Rwanda visited the construction site on October 9, 2026, to formalise a partnership to help prospective buyers finance purchases at the estate.

The bank is offering mortgages through its Tura Neza 105% product, which provides financing that covers the cost of the property plus insurance and other benefits. Homes currently available for purchase are priced between Rwf102 million and Rwf212 million for two-bedroom and four-bedroom houses. The first phase of the project includes 171 housing units, with 92 intended for sale and 88 for rental.

For people looking to buy homes in Rwanda, the mortgage scheme could make homeownership more accessible by covering purchase costs plus insurance. The partnership between NCBA and the developer aims to connect buyers with financing options, allowing them to explore properties on site and then approach the bank about repayment terms and eligibility requirements.

Fortis Green Housing said construction focuses mainly on landscaping and cleaning work now, with essential infrastructure such as water, electricity and roads already installed. The entire project is expected to cost more than Rwf36 billion. The development forms part of Kigali's broader housing initiatives, with the City of Kigali planning to spend more than Rwf251 billion during the 2025/2026 fiscal year on urban development and improving living conditions.
